Mr. Navarro serves as President and CEO, of Navarro & Wright Consulting Engineers, Inc. and the newly acquired wholly-owned subsidiary, Raudenbush, Engineering, Inc. He oversees the overall strategic operations and development of the organization to successfully serve the needs of our clients. He has over 32 years of experience in design and management of civil engineering projects, including streets/ roadways, water distribution and treatment facilities, wastewater collection and treatment facilities, and land development. Mr. Navarro serves as a 2014-2017 Executive Director of the Land Development Coalition (LDC) of the American Council of Engineering Companies, is a member of the American Society of Civil Engineers (PA-Central Chapter), the Consulting Engineers Council, Pennsylvania Water Environment Association, and is involved with numerous Latino-based community organizations.

Jodi A. Raudenbush, P.E.

Ms. Raudenbush has directed all corporate aspects of Raudenbush Engineering, Inc. since it was incorporated in 1999.  This includes directing each department (structural, site/civil and surveying) to maintain corporate profitability and quality reputation.  Ms. Raudenbush's project management and engineering experience is diversified, with particular expertise in the structural design of buildings. Much of her experience includes the design of various structural systems for new buildings including structural steel, reinforced concrete, post-tensioned concrete, masonry and wood structures; the upgrading of existing buildings; and the design of building foundation systems including retaining walls, basement walls, grade beams, footings, piles and caissons. She is also very experienced in the preparation of structural construction documents and specifications.  Ms. Raudenbush has additional experience in site inspections of both existing facilities and infrastructure and also construction activities.

Mr. Smith is firm's Senior Director of Transportation and is responsible for all public client work for the company.  His project experience includes both private and public work such as Port Authority Light Rail Transit System, Cabella's Distribution Center, Bedford Springs Hotel and Resort Complex, PennDOT Districts, 1-0, 9-0, 10-0, 11-0 and 12-0, The Pennsylvania Turnpike Commission, Allegheny County, The City of Pittsburgh and the Sports and Exhibition Authority.

Mr. Whitlatch has extensive construction and geotechnical engineering experience and is responsible for the geotechnical engineering operations in the firm.  He is experienced in bearing capacity determinations for spread footings on both soil and rock, pile capacity analysis, drilled shaft rock socket design, settlement analysis, slope stability analysis, subgrade investigations and treatments of poor subgrade conditions, investigating and monitoring both abandoned and active room and pillar mines and active longwall mines, geotechnical laboratory testing, geotechnical instrumentation, embankment failure repair, rockfall stabilization and/or repair, drilling procedures and inspection, and resolving geotechnical challenges encountered during construction.

Mr. Schnoor oversees all aspects of the day-to-day operations of the Site Planning and Land Development Group. With a wide range of experience in the engineering field including 12 years’ experience in the land development entitlement process, he has managed projects for both private and public clients for a variety of municipal, commercial and residential projects. Mr. Schnoor is a certified Project Management Professional (PMP®) and he utilizes the latest project management methodologies to ensure efficient management of projects. He specializes in site layout design and engineering of stormwater management BMPs and associated permitting.

Mr. Larson has nearly three decades of experience as a practicing engineer of building structures and is responsible for the structural engineering operations provided by the firm.  He is involved with all projects from conceptual design through construction documentation and construction administration, including: proposal preparation; design and documentation; report and specifications writing; management of workload, schedules and budgets; field surveys; and troubleshooting construction related issues.  Project experience includes both new and additions/renovations for commercial, industrial, educational, retail, health care, and religious facilities.  He has extensive experience with precast and cast-in-place concrete, masonry, structural steel, aluminum, and wood materials; with structures ranging in size from single story to mid-high rise; and with building and material code requirements.

Ms. Berry has a strong background as a bridge engineer, including work for PennDOT, ODOT (Ohio) and WisDOT (Wisconsin). She has designed a variety of transportation-related structures, including highway bridges, cable-stay bridges, bridge rehabilitations, retaining walls and box culverts, and is experienced with preliminary and final design, plan preparation, cost estimating, and bridge rating.
